PROBLEM TO BE SOLVED: To reduce the possibility of water leakage so as to reduce assemble manpower by reducing the number of connecting parts. SOLUTION: A first recessed part for attaching a first solenoid valve 10, a second recessed part for attaching a second solenoid valve 12, and a third recessed part are formed on a body 16 for forming a part of a fluid passage. A plug 18 is fitted to the third recessed part, and the plug 18 is fixed to the body 16 by a male screw 48. The plug 18, the first solenoid valve 10, and the second solenoid valve 12 are attached to the body 16 so as to form a serial fluid passages bypassing the first and second solenoid valves 10 and 12 in the body 16. O-ring 40, 42, 62, 64 are disposed on a connecting part of the body 16 and the plug 18, and a connecting part of the valves 10 and 12.
