PROBLEM TO BE SOLVED: To provide a system for judging an unfairness which measures the time required from sensing of winning to passage of winning of the whole winning circuit to judge an unfairness. SOLUTION: An input control means measures Ta required from winning detection, wherein input signals contain noise signals, to removal of noise, Tb required from passage of winning containing noise signals to passage of winning after removal of noise, Tc required from detection of winning after removal of noise to passage of winning containing noise signals and/or Td required from detection of winning after removal of noise to passage of winning after removal of noise, and the control means compares measured Ta, Tb, Tc/Td with upper limit and lower limit data of the time required from detection of winning to passage of winning stored in a user ROM, and if measured time Ta, Tb, Tc and/or Td are within the upper limit and lower limit data, the means judges as a normal winning, and if the measured time is outside the data, it judges as an abnormal winning.
