PROBLEM TO BE SOLVED: To close a measure so that the powder is prevented from spilling out of the measure while a rotary plate of the measure is stopped by providing a cam follower drive device to release a lower end of the measure and to move it in a non-contact manner with a cam. SOLUTION: A measure opening/closing plate 3 is provided with a cam follower drive device 4 to constantly bring a cam follower 40 into contact with a cam surface of a cam 31, and evacuate the cam follower 40 in a non-contact manner with the cam surface when the measure rotary plate 20 is stopped. The drive device includes a link mechanism 43 to move the cam follower 40, and moves the cam follower 40 between the position in contact with the cam 31 and the position not in contact therewith through the advancement and retraction in the longitudinal direction of a cylinder shaft. When the filling work in a bag part is stopped, a measure opening/closing device operates a cylinder 48, and maintains the cylinder in an expanded condition. The cam follower 40 is retracted to make the measure opening/closing plate unable to engage with the cam at the filling position, and the measure 2 is closed to prevent the powder from being excessively dropped.
