PROBLEM TO BE SOLVED: To eliminate possibility of freezing even in the winter season in a simple structure by providing a freeze preventing means for preventing a cleaning liquid of a cleaning liquid supply means for impregnating the cleaning liquid into a cleaning tool. SOLUTION: A movable handrail 1 is formed to be movable along a guide, and a movable cleaning device 3 is provided in a portion facing to the surface of this movable handrail 1. The movable handrail cleaning device 3 includes a cleaning liquid tank 10 for impregnating a cleaning liquid or silicone for improving a cleaning effect into a band-like cleaning tool 5. The cleaning liquid tank 10 includes a freeze preventing means around it that comprises a heat insulator 10A and a heater 10B. When ambient temperature may be below freezing temperature to cause freezing at night, the heater is activated to increase the temperature of the cleaning liquid to a value higher than 0 deg.C and less than a normal temperature. A thermostat is also added to provide a circuit for turning on the power supply of the heater at an ambient temperature near 0 deg.C.
