PROBLEM TO BE SOLVED: To surely change valve timing without spoiling the sealing of a hydraulic oil chamber. SOLUTION: A vane member 30 is contained in a housing member 18. The housing member 18 is formed with a radially projected projection 28 and a step 54. The vane member 30 is formed with a plurality of radially projected vanes 33 and a step 49. The step 54 of the housing member 18 is formed with an engage hole 48, and the step 49 of the vane member 30 is provided with an engage member 47 which can be radially exposed and the tip of which can be engaged with the engage hole 48 in the step of the vane member 30. The engage member 47 is engaged with the engage hole 48, and the step 49 provided in the vane member 30 abuts on the housing member 18, restricting the relative turning of the housing member 18 and the vane member 30, as a result, the engagement of the engage member 47 with the engage hole 48 is released, permitting the relative turning of the housing member 18 and the vane member 30.
