PROBLEM TO BE SOLVED: To prevent a deformable material from separating from asphalt and flying off by removing a part of a cured material on the surface of a surface pavement by a physical means after the surface material is stuck to the surface and a surface pavement including a deformable material having flexibility is laid on a road and cured. SOLUTION: At first, an ordinary asphalt mixture is laid on a binder course. Then, an asphalt mixture 2 which is mixed with rubber chips is laid thereon. Subsequently, the tips of rubber chips 3 are protruded by blasting. In this way, when a paved road freezes, the deformable material is a little dented owing to the weight of a vehicle passing on the protruded deformable material and ice near the deformable material is broken. Further, the breakage is gradually spread to the periphery by passage of vehicles and ice is broken into fragments and the broken material is scattered by tires. Finally these fragments are settled on a place where vihicles do not travel or are melted. In this way, effects of freeze prevention and restraint and defrosting effect at a part where vehicles travel can be obtained.
