PROBLEM TO BE SOLVED: To increase a thermal insulating performance and workability, and assure a sufficient attaching strength. SOLUTION: In an external thermal insulating method where unit panels 1 with thermal insulation are installed continuously on a framework of a framework building from its outside, the unit panels 1 are formed by filling and foaming insulating material between metal surface materials 1a and 1b opposed to each other, and each unit panel 1 is fixed with panel mounting screws 4 from the outside of framework materials 15, 16, 17, 18 and the like. Then, a plurality of unit panels 1 are butted against each other in their surface direction so as to install them continuously.
