PROBLEM TO BE SOLVED: To obtain a bleaching agent composition which does not expand a resin-made container even when the container is filled therewith and which is excellent in bleaching power by compounding an alkali metal hypochlorite in such an amount as to provide a specified available chlorine concentration with a phosphoric ester surfactant. SOLUTION: An alkali metal hypochlorite in such an amount as to provide an available chlorine concentration of 0.1-13 wt.% is compounded. A preferable alkali metal hypochlorite is sodium hypochlorite. Preferably, the hypochlorite contains an alkali metal chloride, usually contained as a by-product, in a concentration of 10 wt.% or lower. A surfactant of the formula is preferable as a phosphoric ester surfactant. In the formula, R1 is a hydrocarbon group; R2 is alkylene; M and M' are each H, a metal atom, or ammonium; m is 1-2; and n is 0 or 1. The surfactant is compounded preferably in an amount of 0.01-10 wt.% of the composition. Further incorporation of an alkali metal hydroxide is preferable.
