PROBLEM TO BE SOLVED: To provide highly efficient rotation by preventing fluid from leaking from the portion where a piston and cylinder abuts on each other. SOLUTION: In a casing 6 as a support member, a circular rotary cylinder member 2 and piston holding member 5 are rotatably arranged. The former has at least a pair of cylinder chambers 23a, b, c and d, which are communicated with a hollow section 22 formed around a rotation axis (o) and oppose to each other across the hollow section 22, and the latter rotates around a rotation center position X, which is eccentric from the rotation axis (o) of the rotary cylinder 2. Pistons 3 and 4 turn on their respective axes and are held at their respective rotation center positions x1 and x2 eccentric from the rotation center position X of the piston holding member 5. The pistons 3 and 4 themselves turn around the rotation center position X while turning on their respective rotation center positions x1 and x2 by the relative rotation of the rotary cylinder member 2 and piston holding member 5.
