PROBLEM TO BE SOLVED: To construct a stepped retaining wall having an excellent strength in a slope face. SOLUTION: A stepped unit 10 is formed on a slope face 4 by mutually juxtaposing a plurality of stair members 2, in which tread members 21 and riser face members 22 are connected mutually at one side edges, in the vertical direction by fixing edges 212 on the interior sides of the tread members 21 onto the slope face 4 while fixing the lower edges 221 of the riser face members 22 at the fixed positions of the tread members 21 of the stair members 2 positioned at sections lower than the lower edges 221. The stepped unit 10 is reinforced by reinforcements 6 disposed along the slope face 4, and concrete 5 is placed into openings formed between the stepped unit 10 and the slope face 4 from opening sections 211 formed in the tread members 21 of the stepped unit 10, thus building the stepped retaining wall.
