PROBLEM TO BE SOLVED: To perfectly confirm an operator and precisely grasp and manage the flow of operation duty by providing an individual judging and recognizing means for discriminating and recognizing an ID code or individual characteristic capable of individual recognition in no contact, thereby managing the discriminating result, and controlling the individual discriminating and recognition operation. SOLUTION: When an ID card automatic reader part 13, for example, is operated to read an ID card 12 in no contact, a CPU 18 checks the data read by ID card reading operation. When the data is judged normal, the ID card is displayed on the display of a display device part 16, and the IC is written in the memory of a memory circuit part 2. Thereafter, an operator discriminating device actuates a steering operation detection part 9 to record the detection data to the memory of the memory circuit part 2, and transmits the detection data from a communication control circuit 21 to a control center 20 through a communication network 19.
