SOLUTION: An electric motor 15 or the like can be operated by the electric power of a generator 11 driven by an engine 10, the electric power of a main battery 12 capable of charging the electric power of the generator 11 and the electric power of an auxiliary battery 42. The electric motor 15 or the like is operated by at least one normal electric power of the generator 11 and the main battery 12 during normal operation. During urgent operation where the electric motor 15 or the like can not be operated, a changeover switch 43 capable of changing over to operate the electric motor 15 or the like by the auxiliary electric power of an auxiliary battery 42 is provided.
