PROBLEM TO BE SOLVED: To obtain a surface care agent which can give improved hydrophobicity and lipophobicity to a surface to avoid graying by using a normally solid fluorine-group-containing aminoorganopolysiloxane capable of reversibly changing its state of agglomeration in response to a temperature change. SOLUTION: The aminoorganopolysiloxane used desirably has units represented by formula I. In formula I, Rs, which may be the same or different from each other, are each a 1-40C monovalent substituted or unsubstituted hydrocarbon group; Xs, which may be the same or different from each other, are each chlorine or a group of the formula: -OR1; R1 is hydrogen, a 1-8C alkyl which may be substituted with an etheric oxygen atom, or the like; A is a group represented by formula II; R4 is a specified hydrocarbon group; y corresponds to the valence of R4 and is 2, 3, or 4; n is a number of 1-40; a is 0, 1, or 2; b and c are each 0, 1, 2, or 3; a+b+c<=4, provided that the aminoorganopolysiloxane has at least one group A in the molecule.
