The present invention provides methods for diagnosing and prognosticating cancer in a patient as well as a method of determining whether or not a diagnosed breast cancer is hormone-dependent or hormone-independent. The methods comprise assaying a sample from a patient for ECPKA (ECPKA). Also provided by the present invention are a method that is potentially useful in treating cancer in a patient by reducing the level of ECPKA by down-regulation, such as by delivering the RII beta subunit of PKA-II to target cancer cells, and a method that is potentially useful in treating cancer in a patient by inhibiting the expression of both of the wild-type type I and type II isozymes of PKA, such as by delivering a mutant of the RI alpha subunit of PKA to target cancer cells.
