PROBLEM TO BE SOLVED: To prevent the rear surfaces of worker's shoes from getting dirty by sticky rubber asphalt, butyl rubber or asphalt, to prevent slippage and to improve the sealing performance by making easier and stronger the jointing together of the under roofing materials. SOLUTION: A rubber-based substance layer 12 is formed by coating either rubber asphalt or butyl rubber on both the surfaces of unwoven fabrics, either rubber asphalt or butyl rubber is impregnated into an unwoven fabric sheet thereby creating a rubber-based substance impregnated unwoven sheet 14, an unwoven fabrics sheet 24, a plastic film 22 and an unwoven fabric sheet 24 are laminated and jointer together on the top surface of the upper rubber-based substance layer, a peel-off paper 20 is jointed through an adhesive layer 18 to the bottom surface of a lower side rubber-based substance layer, and the plastic film surface is exposed and becomes a surface layer 30 at the overlapped joint portion 28a at the one of end portions in the longitudinal direction.
