PROBLEM TO BE SOLVED: To prevent occurrence of random winding and damage of a wire rope by providing a resistance increase tool when a hook is rotated to a hoisting side in an annular oil room concentric with a pulley shaft. SOLUTION: In impellers 22 arranged in a predetermined interval in annular oil rooms 21 formed by filling oil into a tension generating pulley 2, a wide width blade 23 and a narrow width blade 24 that are fixed mutually orthogonally are rotatably mounted via a pin 25 to the side surface of the annular oil room 21, a spring energizes the narrow width blade 24 so that it always radially stands in the annular oil room 21. When a wire rope is wound about a drum of a winch a clockwise resistance force received by the narrow width blades 24 wins the energizing force of the spring, and the wide width blades 23 that radially stands due to rotation of the impellers 22 about pins 25 receive the clockwise resistance force F. Therefore, even when a suspended load is light, rotation resistance to a hook hoisting side of the tension-generating pulley 2 can be automatically increased to apply adequate tension to the wire rope.
