PURPOSE: The method for managing states of a mobile communication system is provided to enable the reason of variation in the states to be checked easily, by reflecting the errors of an upper processor and an upper device in a lower processor and a lower device, and by setting various reasons of the errors in order to manage the states. CONSTITUTION: The processors related to an asynchronous transfer mode(ATM) are subject to polling and thereby the states of the processors are checked(411). If a respond is not received, the states of all lower processors which are under management are changed to a state of F_ARPC(413). If the respond is received, the state of BCP is checked(415). If a respond from BCH is not received, the state of BCP is changed to a state of F_PDWN(417). If the respond from BCH is received, the state of the lower processor sent from BSH is contained(419). The lower processors of BSH makes a polling operation and checkes the states of the lower processors(421). If a respond is received, the state of a corresponding processor is changed to a normal state, otherwise the state thereof is changed to a state of F-PDWN(423).
