The bags are held in a rotatable basket holder (5) and cut open by cutters. In the rotary path of the basket holder is a cover flap (21) which covers the edges (9a) of the discharge opening (9) from below and which can rotate about a swivel axis (21b) and stands under the pretension of a closing spring (22). Under the cover flap is a drawer (30) having an entropy-elastic seal (52)and a hanging device for a waste bag (28). The drawer comprises a lid (32) open at the top and rotatable about a swivel joint (32a), and of the waste bag holder (33) underneath.
