<p>According to the present invention there is provided a cosmetic composition comprising: (a) at least one quaternary ammonium agent; (b) at least one vitamin B3 compound; and (c) polar solvent wherein the compositions comprise vesicles, said vesicles comprising quaternary ammonium agent and vitamin B3 compound. The compositions of the present invention give the associated benefits such as regulation of fine lines and wrinkles, moisturisation, hydration, skin feel, skin softness and skin smoothness benefits, but show low levels of the associated negatives such as irritation, dryness, stickiness or tackiness.</p> |
