The invention relates to delivery systems for heterologous antigens. Chromosomal loci within rRNA operons such as those of the 16S or the 23S gen es have been identified as useful sites for the integration of nucleic acids in to the chromosome of Vibrio choleraebacteria. A particularly useful regulatory sequence for the direction of high level expression of heterologo us antigens in this bacterium has been identified as the OmpUpromoter.
