PURPOSE: A battery charger for a vehicle is provided to charge a battery which is discharged highly during driving by dividing the battery charger into a charger for charging and a charger for discharging. CONSTITUTION: A battery charger comprises a rotating plate(4), at least two or more battery modules disposed on the rotating plate(4) for rotating to charge and discharge repetitively, a driving motor(9) for rotating the rotating plate, a rotating power delivery instrumentation for delivering the rotating power of the driving motor to the rotating plate(4), a potentionmeter(17) for measuring the discharge voltage of the battery modules, and a controller(18) for controlling the revolution of the driving motor(9) according to information from the potentionmeter(17) so as to switch a charging mode and discharging mode of the battery modules.
