<p>Picture elements inside a character region and those in a picture region are distinguished from each other in picture elements represented by black and white image information. The picture elements are once divided into flat region picture elements including picture elements inside a character and in a picture region and the other picture elements, and then the flat region picture elements are divided into those inside a character and those in a picture region by taking each of all the flat region picture elements as an object picture element, determining the probability that the object picture element is a picture element inside a character on the basis of the value of the object picture element and the values of a plurality of picture elements around the object picture element. The object picture element is determined to be a picture element inside a character on the basis of the probability, and the object picture elements, which are not determined to be picture elements inside a character, is determined to be picture elements in a picture region. <IMAGE></p> |
