PROBLEM TO BE SOLVED: To flexibly cope with a plurality of kinds of data formats used for received data, and in addition, to make the maintenance work easier when the data formats are changed. SOLUTION: Transmitters-receivers 1 and 2 which are incorporated in two communication terminals respectively transmit and receive data via communication channels or a communication channel network 6. A format defining information management device 4 classifies and stores format defining information, in which all format prescribing information regarding all data which may be received by means of the transmitter-receiver 2 are classified and defined. The format defining information can be inputted to the management device 4 from an input device 5. A format error detecting device 3 detects the format error of received data received by means of the transmitter-receiver 2, by collating the received data with the format defining information which is selected correspondingly to the received data.
