PROBLEM TO BE SOLVED: To automatically record broadcast CM programs, to automatically or manually retrieve a desired CM program among them and to reproduce the retrieved CM program. SOLUTION: A disk device 3 stores a program video audio packet 22 extracted by a tuner 1 and a demultiplexer 2 and a program attached information packet 23, extracted as required and a video and audio signal output means 4 decodes a video and audio signal and the decoded signal is displayed for a viewer 5 in this program video recording and reproducing system. The system is provided with a CM program video recording decision means 6 that instructs the disk device 3 to record a CM program when the CM program coincident with a video recording condition 41 desired by the viewer 5 or a video recording condition 45 designated by program attached information is broadcast, and with a CM program reproduction decision means 7 that gives an instruction of retrieving and reproducing the CM program coincident with a video recording condition 42 desired by the viewer 5 or a video recording condition 46 designated by program attached information, from the disk device 3.
