PROBLEM TO BE SOLVED: To increase moisture proof and protection (from an external damage) capabilities and light emitting brightness of an EL element body. SOLUTION: An EL element comprises a rear moisture proof/protection layer, a rear electrode, a light emitting layer, a surface electrode, a surface moisture proof/protection layer, and a lead electrode. The rear moisture proof/ protection layer 11 and the surface moisture proof/protection layer 11 are formed with a blend 11 of norbornene-based cyclic polyolefin and linear hydrocarbon polymer. A silicon oxide film with a refractive index from 1.35 to 1.55 is closely interposed between an electrode surface of the surface electrode 7 and a light emitting layer surface 8. This will improve light emitting brightness more.
