PROBLEM TO BE SOLVED: To eliminate disturbance of a grip of a belt for locking a book or the like when read when describing a notebook by providing the belt for locking a cover member in the state when the member is closed by double folding and a belt stopper, and rotatably attaching a base end of the belt to the member with a fastening portion as an axis. SOLUTION: A base end 2a of a locking belt 2 is fastened to a rivet member 1 in the state that a small gap is held between the end 2a and a rivet top plate 7a so that the belt 2 can be rotated along a cover front portion 3 with the member 1 hit to an end 5a of the portion 3 as an axis at an opposite side face of the cover 1 of double folding. A cover folding portion 4 is sutured to the portion 3, and has a bag portion 8 formed by partly direction changing a suturing line L. The portion 8 has an opening end 8a in a direction of the belt 2, and an opening width of the portion 8 is formed slightly wider than the end 2a of the belt by considering only a thickness of the belt 2.
