PROBLEM TO BE SOLVED: To provide a composite panel constituted so as to prevent the heavy exterior panel material bonded to the surface of a heat insulating panel material comprising a foamed material from peeling off to fall and excellent in fire resistance and fireproof properties. SOLUTION: A large number of holes 4 are provided to one surface of a heat insulating panel material 1 comprising a foamed material of which both surfaces are sandwiched between surface materials 2, 3 and an adhesive 5 is applied to the surface material so as to be rubbed in the holes 4 and an exterior panel material 6 is laminated to the adhesive coated surface material. Since the rear heat insulating panel material 1 and the surface exterior panel material 6 are directly laminated at the places of the holes by the adhesive 5, the exterior panel material 6 is prevented from peeling off to fall after execution by vibration or the like. In order to enhance fire resistance and fireproof properties, isocyanurate foam having fire retardancy itself is used as the foamed material of the heat insulating panel material. As the adhesive, a heat-resistant one is used.
