PROBLEM TO BE SOLVED: To obtain a skin cosmetic excellent in safety, having effects of preventing or improving drabness of the skin in addition to bleaching and/or moisturizing action, and also giving slight irritancy to the skin, as well as capable of providing total skin-beautifying effects. SOLUTION: This skin cosmetic is obtained by formulating an extract from chlorophytas such as Ulva pertusa Kjellman, and one or more kinds of melanogenesis inhibitor and/or one or more kinds of anti-inflammatory agent; wherein at least one kind selected from kojic acid and its derivatives, arbutin, ascorbic acid and its derivatives, rice bran extract and unpolished rice extract is used as the melanogenesis inhibitor, and glycyrrhizic acid and/or an extract from gentian is (are) used as the anti-inflammatory agent.
