PROBLEM TO BE SOLVED: To effectively restrain the periodic variation of the molten metal surface level developed in the inner part of the mold in a continuous caster without large scale reconstruction of existing equipment. SOLUTION: A promoting indexαis obtd. with the equation: L/(Vc×T)=n+α(n: an integer, 0<=α<1) by using a distance L from a target level set in a target level setting part 72 to respective guide rolls 5, 5..., the period T of the molten metal surface level variation in the inner part of the mold 1 detected with a variation period detecting part 82 and casting velocity Vc, with a promoting index arithmetic parts 80, 80... arranged so as to correspond to the respective guide rolls 5, 5... being in rolling contact with a cast slab 3 drawn from the mold 1. A target variation quantity deciding part 81 decides the variation quantity of the target level so that each promoting indexαis not contained in a prescribed range containing 0.5 and changes the target level setting value in a target level setting part 72.
