PROBLEM TO BE SOLVED: To seal a fermenting vessel, and to easily treat garbage coming out of a home or a restaurant by preventing exhaust of an offensive smell by constituting a cover of the vessel out of a side plate by superposing a transparent canopy part, an elastic heat insulating material and a smell absorbing/water absorbing material. SOLUTION: A top plate part 20 of a cover 10b is composed of PET being a transparent natural lighting material so as to enable the temperature rising action of an internally installing fermenting bag. In a side part of the cover 10b, a rigid base material 23 composed of a heat insulating material 21 having heat insulating performance and elasticity for forming an air layer by installing an air sealed air cap, a smell absorbing/water absorbing material 22 such as a carbonaceous material and tourmaline and corrugated board plastic is superposed, the inside is formed of a gas permeable mesh material 24, and the outside is formed of a skin material 25 such as a plastic film by sewing. A garbage decomposing microorganismic agent is mixed in garbage to be housed in a fermenting bag to be put in a fermenting vessel, a cover 10a is put, and it is placed in a sunlight shining place to raise a temperature to ferment and decompose the garbage.
