PROBLEM TO BE SOLVED: To avoid a high-speed individual packet channel from being set which provides large interference between a radio base station and a mobile station at a great distance from the radio base station. SOLUTION: A propagation delay time measurement means 115 of a radio base station 102 measures a propagation delay time in the case of receiving a random access signal from a mobile station 101, a control station 103 discriminates a maximum transmission rate corresponding to a propagation delay time measured by a propagation delay time measurement means 118, a symbol rate setting means 119 sets a symbol rate that can be assigned to the maximum transmission rate, and a radio channel control means 117 gives an instruction to set an individual packet channel at a transmission rate in response to the symbol rate between the mobile station 10 and the radio base station 102. |
