SOLUTION: An inner cylinder 7 has an air-permeating state at the whole or a part of the cylinder part in the circumferential direction, and the inclination of a steaming cylinder for setting the passing time of tea leaves in the steaming cylinder is automatically controlled according to the character of the raw leaves, desired processing specification or the like. The air-permeating state of the inner cylinder 7 to the circumferential direction is constantly maintained at a constant value, and the amount of scum attached to an outer cylinder 6 is maintained at a constant value. An accurate amount present in the cylinder can be measured because the weight of the steaming cylinder 45 is kept constant, and the set value of the passing time in the steaming cylinder by using the measured value is formed into the most preferable value to stabilize the steaming step in the tea manufacture.
