PROBLEM TO BE SOLVED: To automatically switch to an automobile drive mode without the need for a manual operation. SOLUTION: When a mobile set Z is resident in a cell A, the positional information of the mobile set Z or a database denotes that the set Z is resident in the cell A and time information denotes that the set Z has moved to the cell A at e.g. 10:00 hours. If the mobile set Z moves to a cell B, the mobile set Z informs the database about a new movement to the cell B at, e.g. 10:10 hour. In this case, the database calculates the time required for movement from the cell A to the cell B. Then an upper limit of the time required for the movement from the cell A to the cell B is obtained from a reference time table. When the time required actually is smaller than the upper limit, it is discriminated that the mobile set is moving at a high-speed and the service information of the mobile set is set to a state of executing the automobile drive mode. Furthermore, when the automatic switching to the automobile drive mode for the movement from the cell A to the cell B is not desired, exception is set to an exception setting list.
