PROBLEM TO BE SOLVED: To improve workability by facilitating pilot filter inspection work and filter element replacement work. SOLUTION: A pilot filter 25 is disposed on the front side of a control valve unit 18 and roughly at the foremost part of a rotary frame 3. By opening a right cover, therefore, the pilot filter 25 can be seen from outer parts, so daily inspection work can be easily conducted. Since the pilot filter 25 is disposed at the foremost part of the rotary frame 3, and distance from a forward end part of an upper rotary body to the pilot filter 25 is short, replacement work for a filter element 25C by a socket wrench 30 or the like can be conducted easily.
