PROBLEM TO BE SOLVED: To obtain an electronic conference construction system capable of holding an electronic conference by optional members without preparing a fixed management server and capable of managing participants. SOLUTION: The system has management server information for storing a 1st identifier(ID) for specifying a management server terminal for an electronic conference, user information for storing a 2nd ID for identifying the owner of a participant terminal and a participant information for storing the 2nd ID and owner of the participant terminal as a pair. At the time of connecting the participant terminal to a network, a message for retrieving the management server terminal is transmitted through the network, and when the management server terminal exists on the network, the 1st ID of the management server terminal is registered in the management server information of the participant terminal and the participant terminals of the conference is registered in the participant information of the management server terminal. When the management server terminal does not exist on the network, the participant terminal registers the 1st ID of its own terminal as management server information.
