PROBLEM TO BE SOLVED: To warp a flat metal fitting main body with a cushioning layer formed. SOLUTION: A storage recessed part in which a metal fitting main body is placed and the first packing channel 27d are formed in the first mold 27. The second packing channel 29c laid on the first channel 27d is formed in the second mold 29. The first and second molds 27, 29 are inserted horizontally into an insertion part 31e formed in a base mold 31. A frame mold 33 is laid on the base mold 31 to surround the first and second packing channels 27d, 29c. The press part 35a of a press mold 35 is engaged with the space 33a of the frame mold 33 to be laid on it. With the press mold 35, the first and second molds 27, 29 heated, a rigid rubber block 39 is mounted on the first and second packing channels 27d, 29c, the press mold 35 is pressed to pack the block in the channels 27d, 29c, and a cushioning layer is formed on the periphery of the metal fitting main body.
