PROBLEM TO BE SOLVED: To transmit many sub broadcast signals such as independent broadcast programs without the need for increasing the number of transmission signals on a transmission line. SOLUTION: An independent broadcast source 16 outputs an output signal whose frequency band is in duplicate with that of an output signal of at least one frequency band among output signals from a head end that outputs a plurality of output signals with frequency bands. A changeover switch 14 receives the output signal from the independent broadcast source 16 and the output signal from the head end. The changeover switch 14 selects either of them and provides an output of the selected signal. A transmission line 20 (20a, 20b) is connected to a plurality of terminals and the output signal from the changeover switch 14 is transmitted to each terminal through the transmission line 20.
