PROBLEM TO BE SOLVED: To flexibly change the compressibility of image data and voice data by recording image data and voice data respectively using at least two regions as an image data region and a voice data region, and recording image data and voice data which cannot be recorded in this two regions in the other regions. SOLUTION: A recording region is constituted of three regions of an image data area, a voice data area, and a reserve area, when coding is performed making much account of voice quality, data quantity of a voice is increased, so that it cannot be stored in the voice data area. Then, voice data which cannot be stored are stored in the reserve area. Further, the address of a storing region of these data is controlled by an address counter. Then, data quantity of image data may be adjusted, in this case, picture data which cannot be stored in the picture data region are stored in the reserve area.
