PROBLEM TO BE SOLVED: To obtain the subject composition free from volatile organic compound without impairing its film formation property or the like, therefore capable of minimizing harming health, by including a specific resin, pigment and nonionic surface active agent at a specific ratio. SOLUTION: This composition is obtained by including (A) >=3 wt.%, on a resin solid basis, of an emulsion resin which is produced by polymelizing an ethylenically unsaturated monomer, and has a Tg of -60 to -10 deg.C, a number-average molecular weight of 5,000 to 200,000, and an acid value of 15 to 50, (B) a pigment at a volume concentration of <=25%, (C) 0.2 to 5 wt.% of a nonionic surface active agent with an HLB of 12.5 to 18.5. The component A is obtained by reaction of an ethylenically unsaturated monomer using a radical polymerization initiator and a chain transfer agent, in the presence of an emulsifying agent, in water, at 40-100 deg.C, for 2-10 h. The component A may have multilayered structure called core/shell structure.
