PROBLEM TO BE SOLVED: To improve positioning accuracy of a segment in an erector device and a tunnel excavator. SOLUTION: A segment holding mechanism 29 is installed by swingingly supporting a segment support 28 via a slide member 26 and a spherical bearing 27 by a slide box 23 movably supported in the peripheral direction, the lengthwise direction and the radial direction of a tunnel, a pair of first jacks 31, 32 and a pair of second jacks 33, 34 are installed between the slide box 23 and the segment support 28, and while arranging the second jacks 33, 34 on both side of the spherical bearing 27 so as to cross each other, the first jacks 31, 32 are arranged on one side of the spherical bearing 27 so as to form an almost straight line shape with the second jack 33.
