PROBLEM TO BE SOLVED: To heighten compressive strength and installation stability, improve productivity and prevent public pollution by forming resin into a coil spring and doubly connecting the coil springs laterally for a noise eliminating pavement road or a water conveyance resin drain under a draining pavement road. SOLUTION: A noise eliminating pavement road or a water conveyance resin drain under a draining pavement road is formed by a double spring 2, the spring part of which is made of synthetic resin and doubly connecting the coil springs. As resin, polyester is used, and if resin stands for the temperature of a mixture for pavement road, any resin may be used. The resin may be formed into a triple spring or a plate. Thus, the compressive strength and the installation stability can be heightened and the productivity of pavement works can be improved. In modification works, the double spring can be regenerated with a mixed material for a draining pavement road to prevent public pollution. Accordingly, the productivity can be improved, and low cost can be realized.
