PROBLEM TO BE SOLVED: To surely mend a joint of an existing bulkhead by boring a joint of concrete building frames adjacent to each other in the lateral direction, inserting a filler guide member therein, and filling the inside of the guide member with fluid filler to arrest shifting of the sand. SOLUTION: A hole is bored from the upper side of an upper lining 4 in concrete building frames 2, the end faces of which are adjacent to each other in the lateral direction by a boring device to form insert holes 17, 17. Secondly, a filler guide member 20 formed by a rubber tube or the like is inserted in the insert hole from above the upper lining 4, and the inside of the filler guide member 20 is filled with a fluid filler 21. As the fluid filler 21, preferably 18-22% asphalt emulsion, 1-4% special additive, 55-59% fine aggregate, 16-20% stone powder and 2-6% water are uniformly mixed. Thus, joints of any intervals of the existing bulkhead can be surely mended to arrest shifting of the sand.
