PROBLEM TO BE SOLVED: To prevent a worker or a passerby from falling in the inside by providing a hook on an insert cylinder of a fence member to be fitted to the upper end edge of a casing. SOLUTION: As a fence member 2, a metallic pipe is bent like a U-shape to form parallel insert legs 6, 6. A pair of support members 3 are provided for the fence member 2, each support member 3 is formed by welding a hook plate 10 on the outside surface of an insert cylinder 9 for receiving the insert leg 6, and a downward bent hook 11 is formed on the upper end of the hook plate 10. The hook 11 is locked on the upper end peripheral edge part of a casing 1, and fixed to the inner peripheral surface of the casing 1 at the interval of insert legs 6, 6 by a fixing bolt 14. After that, the insert legs 6, 6 of the fence member 2 are inserted in each pair of support members 3 and stopped by a fastening bolt 17. Thus, the whole periphery of the upper end of the casing 1 is surrounded with eight fence members 2 and the fastening bolt 17 is loosened to remove a required number of fence members 2, so that the safety of a worker or a passerby can be further improved.
