PROBLEM TO BE SOLVED: To obtain the subject coating solution capable of providing a fluorescent film having a high film strength, useful for a fluorescent lamp by making the solution include a fluorescent substance and a specific metal oxide and adjusting a pH value to a specified range. SOLUTION: This coating solution comprises (A) a fluorescent substance such as europium activated yttrium oxide, etc., and (B) a metal oxide containing a compound oxide of a first metal and a second metal in the ratio of 0.1-20 pts.wt. of the component B based on 100 pts.wt. of the component A and has a pH value adjusted to 8.0-10.0 by using a pH adjuster such as ammonia, etc. The component B is preferably Al6Si2O13 in which the first metal is silicon and the second metal is aluminum.
