PROBLEM TO BE SOLVED: To preserve a water-soluble titanium complex aqueous solution without occurrence of problems relating to working safety and corrosion resistance by retaining the pH of the aqueous solution of hydroxy (hydroxycarboxylato) titanium in a prescribed range. SOLUTION: (A) At least one selected from the group consisting of ammonia, organic amines, (for example, monoethanolamine or the like) and urea is added to (B) an aqueous solution of hydroxy (hydroxycarboxylato)titanium and the pH of the aqueous solution is held to 2.0-8.0. The component B is prepared from (i) titanium tetra(alkoxide) and (ii) a hydroxycarboxylic acid where as a hydroxycarboxylic acid, are cited glycolic acid, lactic acid,α-hydroxy-butyric acid,α-hydroxyisobutyric acid,β-hydroxy-propionic acid,β-hydroxybutyric acid,β-hydroxy-isobutyric acid,γ-hydroxybutyric acid, glyceric acid, tartronic acid, malic acid, tartaric acid, meso-tartaric acid or citric acid.
