PROBLEM TO BE SOLVED: To provide the vehicle axel detecting device which can be easily set and precisely detecting the axels. SOLUTION: A light transmitting part 5 projects spot light pulses to a road so that the axels of a passing vehicle 13 on a road 20 can interrupted the pulses. A light receiving part 7 is arranged opposite to the light transmitting part 5 so that the spot light pulses projected from the light transmitting part 5 and reflected on the road 20 can be received. A signal processing part 11 counts the number of axels of the passing vehicle 13 on the road 20 by using the number of the spot light pulses received by the light receiving part 7.
