PROBLEM TO BE SOLVED: To provide a hydrogen-producing apparatus enabling hydrogen to be produced by the steam reforming reaction of both hydrocarbons and oxygen- containing hydrocarbon compounds as raw materials. SOLUTION: This hydrogen-producing apparatus enabling hydrogen to be produced by the steam reforming reaction of both hydrocarbons and oxygen- containing hydrocarbon compounds as raw materials in the presence of a catalyst is equipped with a hydrogen separation-type reforming unit 100 having a catalyst-heating means and a hydrogen-separating membrane which selectively separates hydrogen and is built in a catalyst layer, a cooling means 106 for cooling high purity hot hydrogen obtained from the reforming unit 100 and a hydrogen-storing/delivering means 108 comprising a hydrogen absorbing material installed in the downstream position of the cooling means 106.
