PROBLEM TO BE SOLVED: To perform efficient inter-hierarchy cooperative switch processing about mutual switching functions and processing times by performing the switch processing of an upper hierarchical device and a lower hierarchical device by using the fault information of upper and lower hierarchical communication lines in cooperation. SOLUTION: A cooperation switch discriminating part 700 receives upper hierarchical fault information transmitted from the upper hierarchical line fault detecting part of an upper hierarchical device, lower hierarchical fault information transmitted from a lower hierarchical line fault detecting part and upper hierarchical fault information transmitted from the upper hierarchical line fault detecting part of a lower hierarchical device. When the fault information is transmitted, the part 700 collates the fault information of a lower hierarchical line and an upper hierarchical line and controls the lower hierarchical line path branching and selecting part of the lower hierarchical device and a switch stop signal generating part to an upper hierarchy. In such a case, respective switch processing of the line switching means of the upper and lower hierarchical devices is performed in cooperation by using the fault information of upper and lower hierarchical communication lines.
