PROBLEM TO BE SOLVED: To generate four photons mixture(FPM), in the form of the maximum utilization of characteristics of a pump light source, by having as a periodic function an idler light conversion efficiency at the output end of an optical fiber relative to its length, with the efficiency setting the length at or below the minimum optical fiber length with the maximum value. SOLUTION: The pump light entering from a pump light source 1 is mixed with an optical signal by a light mixer 2. This mixed light generates idler light 7 in the highly nonlinear optical fiber 3 in which the idler light conversion efficiency at the output end of an optical fiber relative to its length sets the length at or below the minimum optical fiber length with the maximum value. This idler light 7 is the light to which the signal light is converted as for the wavelength through an FPM interaction. At the outgoing end of the fiber, the light 6 is emitted in which all the signal light, pump light and idler light 7 exist on the frequency axis; hence, a wavelength changer is realized by designing to take out only the idler light 7 using an optical filter 4.
