HIERARCHICAL CODING METHOD AND IMAGE CODING/DECODING DEVICE

PROBLEM TO BE SOLVED: To allow a user to use image data in response to the user's right by newly inserting an EOB to a division point of a divided base layer so as to allow the user to utilize image data with low image quality and image data with high image quality. SOLUTION: A DCT coefficient extract means 14 divides picture data 13 that are not at the end of a picture data block into DCT coefficient data 16 and data 15 other than the DCT coefficient data. A temporary storage means 20 stores the data 15 other than the DCT coefficient data. A DCT division means 17 divides the DCT coefficient data 16 into a base DTC coefficient data 18 with a designated coefficient length and enhance DTC coefficient data 19. A temporary storage means 20 stores the base DTC coefficient data 18, and an EOB insertion means 21 finally stores an EOB code 23 to the temporary storage means 20. The enhance DTC coefficient data 19 are outputted to a layered output as user data 22.
